The CEO of Red Pharmaceuticals, Commander Magenta, wants to bring back the Red Ribbon Army that was commanded by his father, Commander Red, until it was ultimately wiped out by Goku more than thirty years earlier. The remaining grandchild of Dr. Gero, Dr. Hedo, a superhero-obsessed mad scientist who was recently freed from prison after serving a lengthy sentence for grave robbing, is the target of recruitment efforts by Magenta and his staff officer aide Carmine. Despite his initial hesitation, Hedo eventually agrees to the offer after Magenta persuades him that Bulma's Capsule Corporation is a pernicious organization out to rule the globe.
Piccolo is displeased with Gohan for wasting his potential while training Beerus' daughter, Pan, while Goku, Vegeta, and Broly are receiving instruction from Whis on Beerus' world. The Red Ribbon Army's Gamma 2 android then attacks Piccolo, who manages to flee and chase him to the Red Ribbon Army's base.
Infiltrating a meeting as a soldier, Piccolo discovers that Gamma 1 and 2 were developed by Hedo to take on Capsule Corporation and their superpowered allies. Hedo also grudgingly applied his grandfather's blueprints to Cell to produce Cell Max, an enhanced version.
